Holiday Activities & Food Programme Introduction

Working with local partners (Leicestershire County Council, Leicester-Shire & Rutland Sport, Voluntary Action LeicesterShire), Barnardo's has secured significant funding from the Department for Education to provide a Summer Holiday Activities and Food Programme in 2019.

The Holiday Activities & Food Programme will provide free places for those Leicestershire pupils who are eligible for free school meals, allowing them access up to 4 hours of activity for 4 hours a day for 4 weeks of the summer. A healthy meal will be available each day.

Barndaro's have successfully awarded grants to holiday club providers to ensure that free school meal eligible children can access local provision.

Minimum Standards for Holiday Provision: Improvement Workshops

Successful providers will need to ensure that they are working towards the minimum of 4 hours of provision, for 4 days a week and for 4 weeks of the holiday. There is also a requirement that providers will meet the following minimum standards:

Food: clubs must provide at least one meal a day (breakfast, lunch or tea) and all food provided at the club (including snacks) must meet the school food standards

Nutritional education: clubs must include an element of nutritional education each day aimed at improving children's knowledge and awareness of healthy eating. These do not need to be formal learning activities and could for example include activities such as getting children involved in food preparation and cooking; growing fruit and vegetables, and taste tests.

Enriching activities: clubs must provide fun and enriching activities that provide children with opportunities to develop new skills or knowledge, to consolidate existing skills and knowledge, or to try out new experiences. This could include physical activities such as football, table tennis, cricket etc.; creative activities such as putting on a play, junk modelling, drumming workshops; or experiences such as a nature walk, visiting a city farm etc. Bidders should set out how they can support providers to deliver a rich and varied mix of fun and enriching activities which are age-appropriate. We welcome bids that have also considered how they might encourage the continued use of fine motor skills over the summer.

Physical activities: clubs must provide activities which meet the Physical Activity guidelines on a daily basis.

Policies and procedures: clubs must be able to demonstrate and explain their safeguarding arrangements and have relevant and appropriate policies and procedures in place in relation to:

  • Safeguarding
  • Health and safety
  • Insurance
  • Accessibility and inclusiveness
  • Where appropriate, clubs must also be compliant with Ofsted requirements when working with children.

In order to help bidders to meet these standards, we have agreed a programme of three Improvement Workshops which will take place prior to the summer. It is a requirement of the grant that all providers attend each of the three workshops.

Food Provision

Leicestershire Traded Services are a key partner of the Holiday Activities & Food Programme and are able to support providers with the food element of the programme.

Leicestershire Traded Services are able to supply food (which meets the food standards) to holiday clubs for a small fee (the £2 element of the funding per person that you will receive).

Grant Management & Monitoring and Evaluation

Barnardo's will be responsible for the grant management of the programme. They will be responsible for undertaking due diligence checks with each organisation, setting up grant agreements and making financial payments.

Providers will be required to submit monitoring & evaluation to Barnardo's, this will include; participant name, date of birth, school attended, home postcode and attendance. This information is required to report back to the Department of Education. Providers may also be contacted by the DfE's evaluation partner Ecorys.

Quality Assurance

Leicester-Shire & Rutland Sport will undertake a quality assurance visit with each provider during their summer holiday programme. The visit will be to ensure that each provider is delivering against the minimum standards above.

  • As an alternative to your usual food supplier then we would like to introduce FareShare East Midlands. FareShare provides food packs for over 100 school holiday food programmes across the East Midlands. The price varies depending on what pack you require – Lunch, Breakfast, Snacks Only or Cook and Eat and whether you require packaging for the lunches. Each pack provides enough food for 20 children so it's very easy to quantify and track the volume of food needed. Deliveries will be made direct to your organisation on an agreed frequency to suit your needs.
