Latest Government guidance for sport and physical activity

The government has confirmed a delay to the move to Step 4 of the roadmap out of lockdown in England. The move, which was planned to take place from 21 June, has been delayed by four weeks. As a result, the Step 3 regulations described below will continue to apply.

Facilities

All indoor and outdoor sports, leisure and recreation facilities can open. The use of these facilities is subject to the relevant information below.

Outdoor Activity

Organised outdoor sport for adults and children is permitted to take place with any number of participants, where it is formally organised and follows COVID-secure guidance. Participants do not need to be socially distanced whilst participating but this should be maintained at other times, such as during breaks in play or when awaiting substitutions.

Informal sport and physical activity can take place outdoors but must be limited to groups of 30.

Indoor Activity

Organised indoor sport and physical activity for adults and children can take place without limits on group numbers, as long as people adhere to the capacity restrictions on indoor venues. The maximum capacity for each indoor facility should be limited by providing a minimum of 100 sq ft per person. This calculation is based on the footprint of the whole building. Further information is available in the guidance for facility operators.

Informal indoor gatherings can take place in groups of up to 6 people, or two households.

Changing Rooms

Changing rooms are permitted to open but participants are advised to avoid or minimise their use where possible.

Travel

You are permitted to travel to take part in sport and physical activity. From Step 3 car sharing and coach and minibus hire is permitted, subject to guidance on safer travel.

Spectators

Spectators are permitted on both public and private land but must adhere to social distancing rules and social gathering limits, e.g. groups of 30 outdoors and groups of 6 or two households indoors. You can have multiple groups of spectators at a particular venue or event. Indoors, spectators count towards the capacity limits of a venue and there should be no more than 1,000 spectators indoors at any venue.

Outdoor events will be able to take place at a capacity of 50% or 4,000 people, whichever is lower. For large, outdoor venues, crowds will be permitted up to 10,000 people or 25% of capacity, whichever is lower. For further information, take a look at the latest guidance on the safe return of spectators.

Hospitality

From Step 3 clubs and facilities are able to offer hospitality indoors and outdoors, subject to following guidance on hospitality settings.

DCMS has published updated guidance on the changes at Step 3. Sport England have also published FAQs covering key questions from the sector.

Step 4

Step 4 will take place no earlier than 19 July and will remove all legal limits on social contact with events taking place at capacity restrictions above those in Step 3.
